One arbitrator, immutable, chosen before deployment. Not an owner. No pause.
After a deliverable, a 24 hour window. A dispute opened in that window blocks release and timeoutClaim in the contract, not only in the API.
During that window the arbitrator can release (98% to the worker) or refund the client. Outside a dispute, or after the window, the arbitrator can do neither.
The caps of 5 USDC per job and 10 USDC per 24 h stay in the API. The contract does not carry them.
